Local Government Reorganization

When I joined Teignbridge in 1999, I was tasked to work with other Councillors to carry out the Governments dictate to reorganize the way in which it worked, little did I know that again I am tasked to work out a way of working.
The Governments thinking is one of greater democracy for the people, like a Unitary Authority, with Market Towns having a greater say in how to run services, two having Communitty Boards, and Focus groups.
You may say what the hell Iam I talking about,
First let me begin with a Unitary Authority, what is that made up with, answer elected members, how many, I do not know as it has not been made clear.
Where will these members meet, don't know.
What are Community Boards made up with, answer -28 to cover the whole of Devon

Indicative membership- Unitary Councillors   number no known
                                  Up to 5 Parish/Town Council representatives,including the
                                  Main Town.
Key service partners reps e.g. Health, Police CVS, .
Up to 5 representavites nominated by the Community forum
Chair elected by the Board but would be a Unitary Cllr.
Public Forum meetings 2 per year.
There are a lot of questions, but no answers, I just wonder why this Government is so intent in taking apart something that is working,or are we being broken up to become like Russian states or just an EU number.
I ask you to go and look in your Town Halls, District Council, and see for your self, what is taking place.
I will be writing more on this subject, but in the mean time please email me with your thoughts, for or against
